ci: explicit node size for ci jobs #17

This Pull Request prepares the Monty workflow to use smaller GitHub-hosted runners to control costs per job by explicitly setting the runner label to the current tbp.monty default runners.

In the future, I will create smaller runners and follow up on Pull Requests using smaller runners (by changing the label) for jobs that don't need many cores to execute.
