New developement tasks, open discussion

In #287, the following improvements/discussions/issues came up, and are stored here for discussion and as future tasks:

• [ ] decide: should the cli be installed as a script?
• [ ] Test compilation of hymod with cython
• [ ] Discuss possibility to move Hymod into another Repo.
• [ ] Discuss the need for three different Hymod versions (unix, windows, python)
