Updates max_tries documentation. #792

Adjusts description of max_tries option to better align with actual behavior. Actual behavior is described in full in this comment

I tried running update-manpages.sh but the master branch of urlwatch requires me to upgrade from python 3.7 and that's not something I want to undertake right now.
