Duplicate "failed to create payment for withdrawal" statements in the logs #268

"failed to create payment for withdrawal to GA..., required number of signatures is not met" is constantly logged twice, either this is just a logging issue or there are 2 parallel routines trying to withdraw.

It's a duplicate log
