add support for full blown blockchain deployments

Purpose

Resolve the blockchain dilemma problem (put on wiki)

Use smart contract for IT with multisignature to let people deploy private blockchain solutions.
Is permissioned with X nr of people co-signing to deploy.
They can only create/delete/addnode/removenode
they cannot get access to a blockchain node

research

define 2-3 best blockchains who allow people to have their own private blockchains
burrow?, harmony?, substrate, casperlabs
we need at least 1 ethereum compatible one who can work with web3.0

deployment flow

nr of guardians
specs of node (mem,cpu,disk, planetary netw y/n, ipv4 y/n)
nr of nodes per guardian
duration of reservation (min 1 day)
shows price: ...
gives link, now the guardians need to follow link, pay using QR code (pay & sign)

- if compatible with ethereum

quite some stuff is being done already, needs to be integrated back into this one
