Remove solution provider section #359

Issue

The solution provider program as was first discussed is no longer on the roadmap but there are still some content on this on the manual.

Fix

I think we should remove the section on solution provider: https://www.manual.grid.tf/tfchain/tfchain_solution_provider.html
