change monitoring bot behavior

Is your feature request related to a problem? Please describe

• the current bot behavior is testing all the components status that it monitors and send a full report in a 3 messages (1st for relays - 2nd for bridges -3rd for wallets balance ) every period of time you passed to MINS in .env file.

Describe the solution you'd like

• just send alert when something not working not a full report every runtime .

• this happen for relays monitoring and bridge monitoring , it's working and it's already sending a message for it
• at this message all relays working but only one node is not responding but others do , so why I got an alert:
• also for this one testnet and mainnet bridges are functional , so why I got an alert :
