Resume releases with APKs on Github #564

Upto v3.6.0, we have releases on Github that include APK files for direct install on Android. It looks like the latest version on the Google Play Store is v3.8.0. Let's resume Github releases that include APK files for each new version that's uploaded to the Play Store.
