We need some more discussion around this, and probably a GEP, before implementing.

The summary though is that RAM generation serves as a simple and effective proxy for overall hardware age, performance, and efficiency. Preventing more old hardware from joining the network is likewise the simplest way to improve the overall quality level on the Grid (versus say, trying to do something at minting time).
