Add HA for Traefik #299

we are having issues with traefik in creating the certs as in our installation in tf-production farm

ERR_SSL_PROTOCOL_ERROR
```
the issues is the 3 traefik containers try to get cert for the same domian in the same time

Traefik needs to be set up as a cluster. Now it creates conflicting SSL certificates.

according to this Traefik HA is in beta and etcd is not the recommended KV store to be used in HA mode

This is pretty strange. If I look at the traefik documentation they only talk about setting up a kv store and that's it. Which is exactly what we do. I can't find any other config that would somehow enable this.

I poped up the question on the traefik slack, let's see what comes out of it.
