pingMachine doesn't check if ping is installed #180

When ping is not installed on the host j.sal.nettools.pingMachine returns the same as a failed ping.

Expected either there to be a check to see if ping is installed or ping (iputils-ping) added to the dependencies.

(The ubuntu:16.04 docker image does not come with ping by default)
