BCDB (config manager) inconsistent reads across multiple processes [unstable]

Reproduce

• From one kosmos shell create a new client, change some properties in it and save and check it from another shell you will get same value.

• Then repeat from the first shell change some values, check from the second shell old values are there

• First shell

• second shell

• 'www' become 'aaa' in the first shell but not updated in the second shell
