This extension exists at https://github.com/threefoldtech/rivine/tree/master/extensions/minting and at https://github.com/threefoldtech/rivine-extension-minting/tree/feat/minting-extension I don't think a seperate repo is needed for this and the readme is missing a functional description (maybe some docs can be taken over from tfchain).
