"Free public IP" filter is disabled.

This is filter was working when we used to get all the farms in one request but we disabled it on intention as we are getting farms now in many requests(to reduce the request size) from the graphQL so we are not able to make it work now.
we will enable this filter again when we move from the graphQl to the gridproxy.
