Mentions of unknown contacts are not parsed at all #1208

Bug Description

Mentions of IDs that aren't part of the contact list aren't rendered at all. Instead, the ID should be used as name.

Steps to Reproduce (for bugs)

Send message containing @[0ZZZZZZZ].
