Allow surveys to be updated dynamically in the user interface for single Piecewise instances

[x] Build out additional API functions for editing & retrieving survey structures
[ ] Revise database migrations to account for dynamic survey tables

[ ] Research possibility of moving from Postgres to Mongo or another schema-less database in order to better facilitate the use of multiple schemas across survey platforms.
