According to IETF RFC 3513 Link: [https://tools.ietf.org/html/rfc3513#section-2.5.2]
:: - is ipv6's unspecified address. :: is the representaion of 0000:0000:0000:0000:0000:0000:0000:0000 ipv6 address
Some sources say.
it is the equivalent of 0.0.0.0 in ipv4.
Conclusion
Didn't found any direct information about it. But I conclude that this is the default route for ipv6, we can use this to listen to all ipv6 address just like 0.0.0.0 in ipv4.
