Add laug and sc-gpt #201

Added laug as an augmentation toolkit under convlab2. Added sc-gpt as a new nlg model. Updated the corresponding dependencies.

Greetings, We found out that your sc-gpt does not contain system utterance and we would like to train a system utterance model, however, we cannot find the file 0807_final.json in preprocessing.py. Could you please provide the data? Or could I replace this file with other data? Thanks.
