[Maintenance] re-test the end-to-end performance #33

Describe the feature

32 fix bugs in goal generator and dbquery. #31 will improve agenda user policy. After that, we need to re-run test scripts under the test/ dir.

The results in README may not be accurate after commit https://github.com/thu-coai/ConvLab-2/commit/bdc9dba72c957d97788e533f9458ed03a4b0137b
