In order:

to learn Python,
to discover new feature of GCP, using Python,
to try to have a true and full free-tier use of GCP,

I start to switch the API from Java to Python language. This PR is the initialization of this switch. it comes with:

a very simple base of the API (a single default route / without any functional feature for the project)
a single Unit Test for this base
a functional GitHub actions process to deploy and test the API.

The Python API will live next to the Java API until all its fully reworked an functionnal.
