Mission Planner GPS location and RTL enhancement #548

Enhancement to current Return to Launch/ Mission Planner Control.

Most Mission Planner use is from a Laptop and many have internal GPS like my 
Dell as well as GPS dongles. Enhancement would be to allow the Mission Planner 
to locate Mission Planner location via laptop onboard GPS and this can also 
help in location mapping via map and uploading RTL coordinates to APM with or 
without the unit acquiring lock first. Ideally being able to set this location 
via USB or telemetry link, in some situations negating waiting for a GPS lock 
on the multirotor.
