Consider incorporating Anje aka Toad-Hall's canned response from question 1423414:
SMTP settings: Outlook.com (Microsoft)
Is user name set up as full email address ? If no, then edit User Name.
Do you have any VPN operating - if yes, switch it off. Do you have anything currently using localhost eg: Apache ? If yes then switch it off until you have reset oauth.
Do you have cookies enabled ?

Did you try a complete reset of password to get new oauth ?
Restart Thunderbird and a pop up browser style window will ask for email address and password to allow Thunderbird access to server.
Update Microsoft OAuth Authentication and Thunderbird in 2023 to reflect feedback from 115

[ ] consider other workarounds that might work including deleting scopes and consider mentioning that migration to oauth from 102->115 and migration oauth 102->115 might have messed things up
