Add `prod` and `stage` folders (and update GH actions)

Current github actions use /yaml and json for conversion and validation.

We'll be adding prod and stage folders at the top level, each of which will have their own yaml and json files

This ticket is for updating the github actions with new locations of yaml and json folders.
