Implemented the new donor help form. (Fixes #508) #509

Fixes #508

Lots of autogenerated html and css to demangle, and wrap localization tags around. The "theming" which was tweaked and styled within form assembly outputs as scss..so I had to minify it to css.

In the future I hope to build out this form as a separate mini project, and just embed that. But for now here's some a form assembled in form assembly.

We should maybe hold off deploying this until the week of the 30th.

Thx for the catches. I've fixed those instances, and also FA localization.
