128 Donation Appeal

Fixes #614

• Based off the spring24 appeal template.
• Assets aren't compressed, as I'm awaiting a fixed background.
• The panel glow needs to be reduced.
• I didn't have time to do the positional edits for the donation button but I did adjust font-weights + colour.
• Style sheet needs a big clean up.

The screenshots aren't 100% accurate as the gradient layer is currently set to position: fixed which is why it looks like it gets cut off mid page. I'll probably set it to a fixed height, although I sort of like the subtle motion it produces.
