Support for Local Notifications

Is your feature request related to a problem? Please describe. Trying to build a data capture app that fires randomly during working day and prompts user to collect data to their current work activity. Problem is the random timer doesn't wake up from background and only alerts when in foreground. Apple now provide local notifications in their native code, which allows a notification pop up from a app on their device (as opposed to a push notification from a remote server). Maybe if this is accepted a combined feature would code for both local and push notifications.

Describe the solution you'd like Ability for local notification to pop up with sounds, badges and actions. the actions then can be coded to bring app back to foreground and continue into app business logic.

Describe alternatives you've considered Tried 3rd party push notifications, but limited in timing controls (most push stuff is designed to not flood users with msgs), I want to be able to notify every 15 mins or so
