added two ACL papers on defending against character-level adversarial attacking #12

Thanks for the PR! These days I am busy attending ACL 2020 and may reply late. To reduce both of our efforts, next time when you want to create a new PR, can you please help with the following points: 1) We use strict format that the papers are listed from the latest to the oldest from top to bottom. 2) Notice the tag, if other papers in the same categories have been labelled. (You can definitely suggest new tags!) 3) Update the number of paper at the top of README. Currently we do not have a good method to automatically count the paper.
