The basic functionality should include
1. define route or assign the existing route to document for  Document Workflow.
2. Document Workflow route logic to approve, refuse, dismiss, forward.
3. check-in, check-out document.
3. version comparasion - diff and document merge.
4. define and assign metadata (tags, description, state...) and search on it.
