Generated dnsmasq config files not applied by system's dnsmasq #5

On Fedora 28, one needs to manually start dnsmasq with correct config:

sudo dnsmasq --conf-file=/etc/dnsmasq.conf

or sudo dnsmasq --conf-dir=/etc/dnsmasq.d
