Smooth scrolling via CSS #52

Use the scroll-behaviour: smooth; rule to the content area for smooth scrolling when clicking links in the ToC/navigation sidebar. Only works natively in FF for now: https://developer.mozilla.org/en/docs/Web/CSS/scroll-behavior
