You're right, it is completely related to issue #3
I'll try to get a solution for both.
Ok, the test is fixed now as the locale argument is used.
Also, the behaviour is more correct than before.
Please note that #3 is not fixed as the format is not localised, just the different elements. For example, for YearMonth it will always use pattern "MMMM YYYY" even if the correct localisation is for that language is "YYYY MMMM".

. For target types likeYearMonth
orOffsetDateTime
this method ignores the passed locale parameters (see FIXMEs)
