Improvement: Implement Discordant Stars Factions #11

We would love to see the Discordant Stars Faction getting integrated into this fantastic app.

I've added the 24 initial Discordant Stars factions and deployed to the staging site.

I'll need to take another pass through them to determine places where things need to be changed/added (e.g. The Psychographics tech allows a faction to score 2 public objectives instead of a public and a secret objective). Once that's done, and I've fixed the things that are currently broken on staging, I'll push the release out to prod (and do an announcement on Reddit/Discord).

I was told that the 10 expansion factions were still subject to change until the group purchase happened for them, so once they are set in stone cardboard, I'll add those in.

Now that the group buy for the 10 expansion factions has been created, I've added those 10 factions to TI Assistant.

I've still got a few edge cases to work out, so I'll leave this open until I do.
