Council Keleres can't add sub-faction's home planets without refreshing. #7

After choosing a sub-faction, (e.g. Mentak), Moll Primus won't show up under 'add planets' unless the page is refreshed. Likewise for the other 2 sub-factions.

This is confirmed as fixed on staging - I'll close this when I push the fixes to prod.
