Changes made for ZanziLan v14 Summer

Cache zone sizes are now dynamic (with plausible defaults)
Consul Raft port fix for gateways
Introduced depot_sites as a shared dict between lp-depot and lp-ns
Added a simple hex Jinja2 filter to convert QoS class and route IDs to Netfilter marks
Fixed some deprecated syntax
