Move to decred org #21

Perhaps this lib could join the party at https://github.com/decred now that it is a key dependency of dcrtimegui and it was approved via the Timestamply proposal.

I guess it is now https://github.com/decred/dcrtimejs

It looks like a new repo was created as opposed to transferring ownership of this one. The difference is existing PRs are not transferred. I guess it's not a big deal?

In any case, feel free to close this if it's done.
