Add statistics command & add rally auto-tag by channel #54

@jarvis stats : dump stats on helper activity (lookups, sync messages, etc) for current session
Auto-Tag: Any mentions for rally items are checked per channel. The .env file contains this syntax for the current channel's ID.

Example: channelTagsCHID12345="tag1,tag2"

This assumes CHID12345 is the ID of the slack channel. If a rally object is mentioned in that channel, we:

check whether all tags of that rally item include these.
missing tags are added in 1 API call.
