Feature to exclude channel from rally-x-post feature

Command idea could be like this in a public channel: @jarvis set rally:crosspost false

Workflow could be:

• Take channel ID from notification message
• Verify it's a public channel
• Store that this channel is excluded from this feature.
• When rally mention is seen, check if channel is an excluded one.
