CFG cannot find Config.txt, Theme.txt, theme images, covers, titles.txt, etc. under NTFS #137

What steps will reproduce the problem?
1. boot into CFG, shows grey background, no cover images, no titles.txt titles, 
no config from config.txt is used.

What is the expected output? What do you see instead?
expect to see covers, my config.txt and theme.txt and titles.txt options. 
instead two rows of 2d missing covers with 4digit gameids

What version of the loader are you using?
v68d

What is your System Menu version (e.g. 4.2u)?
4.3U

What is your media type (HDD, USB Flash, SD/SDHC)?
USB HDD Seagate FreeAgent Go 500GB (turned sleep off)

How is your media formatted (wbfs, fat32, ntfs)?
NTFS

Which cios are you using, which version, which base (222,249,...)?
(Please try both 249 and 222 with cfg-222.dol)
Config (not being found)wants 248[56]-R21 D2X V4 Beta 3 but defaults to 
249[57]-R21 D2X V4 Beta 3

Does it work with other loaders?
unsure

Does it work with the latest or an older version?
no

I guess this is related to Issue 136.
Make sure to use lower case file and dir names for /usb-loader/config.txt and 
other files...
