Add Fedora 40 Image #94

Is your feature request related to a problem? Please describe. Update to latest Fedora release.

Describe the solution you'd like A new set of images based on Fedora 40.

I looked into this already, but I keep having trouble with the python tools / stuart. Download of tool dependencies (nuget) keeps failing without a clear message when running EDK2 CI on the image, although local manual test runs seem to work.
