submodules init fails on partialclonefilter #255

Edkrepo v3.2.3 checkout Combination with enableSubmodule="true" on a Source without any active filter options encounters an exception.

Info: Initializing/Updating submodules
The git command: git config remote.origin.partialclonefilter failed to complete successfully with the following errors.
