Memory Protections: Describe DXE memory protection init dependencies

This issue describes all of the dependencies needed to initialize memory protections in DXE.

DXE should have the ability to initialize protections given dependent input data (i.e. HOBs) without depending on specific memory protection configuration applied in earlier boot phases.
