Behavior differs from the User Guide when first opening the jar #2

When I first launched the jar file, Expected: "The GUI similar to below should appear in a few seconds. Note how the app contains some sample data." as described in UG

Actual: Blank app with no sample data

Team's Response

We are unsure how this bug happens. It works fine for us and seemingly for many of the other testers.

Are there steps to reproduce this? What OS and Java version is the tester using for example.
