From the 10cols

[ ] join colA and colB with \n in between
[ ] join colF and colG with \n in between - result in 8 cols
[ ] divide csv in 2: EN, DE - resulting in 4 cols each

split each of the EN, DE tables into, 4 subtables

[ ] level 0 - top level concepts - Scientific Discipline - 0_cols
[ ] level 1 - Subject Area and parent Scientific Discipline - 1_cols
[ ] level 2 - Review Board and parent Subject Area - 2_cols
[ ] level 3 - Subject and parent Review Board - 3_cols
[ ] repeat for DE
