switch from GAZ to ENVO #142

So far the classes for "country", "region" and "city" have been defined as a placeholder in AEON under GAZ:geographic location. However, GAZ should not be used (see also https://github.com/OBOFoundry/COB/issues/91) and ENVO is better.
