Add quarterly units to timestamp #132

I think it would be better to make a completely seperate PlotNumContext since there are different quarters- fiscal/calendar/ and it can very when Q1 is. Would also be cool to have other kinds of PlotNumContext such as a "imperial distance" or "metric distance" , "imperial weight" etc ,etc
