AFK Auto Demoter #314

My suggestion is:
I've noticed lots of people seem to like becoming a mayor then staying AFK
for a long time, eg, during the day whilst they're at school, as the mayor
has the highest salary, it's obvious they're farming money.

I think if they are AFK for more than say, 5/10 minutes, they automatically
get demoted to citizen, or hobo, seeing as hobo's have $0 salary.

There could also be a way of not getting demoted, say you typed /afk, you
then get labelled as AFK and your salary gets frozen.

Why this should be in DarkRP by default and not a third party addon:
I know there are quite a few AFK kickers out there already, but that's
where this would be great, with this, it's in DarkRP and so can work with
the DarkRP job/salary system, I think it's a bit harsh to kick someone just
cause they went to the toilet or something.
