Banned props stops working some time after server starts #338

Immediately after the server starts, bannedprops seems to be working fine. 
Sometime later, however, it stops working and people can spawn explosives and 
such. rp_bannedprops is 1.

Well, it may just be that sometimes when server starts it works and sometimes 
it doesn't.

I closed the same issue (issue 337) 7 hours ago.

it's a conflicting addon

Any addon that controls prop spawning, Unolimited?

Unolimited is it, it overrides the hook.
