new MOTD #546

My suggestion is:
a different MOTD like other admin mods use that when you join and get in the 
server it pops up and you read it and hit close....

Why this should be in DarkRP by default and not a third party addon:
i tried using a third party addon for this and it didnt work....

The reason why I made a physical MOTD is because these popup MOTD's are fucking 
annoying. That's why I won't make it.
