Spectate returns on all clients. #702

What is the problem? Using the new spectate forces all clients on the server to 
view the client that the admin was trying to spectate, everyone has to rejoin 
to fix it.

What steps will reproduce the problem?
FAdmin Spectate "playername" in console with other users on the server.

Do you have any errors? serverside or clientside? If you do, which ones?
No.

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)? Latest SVN
