My suggestion is:
When you look at a vehicle it will show you the driver under the current line 
which says the owner.

Why this should be in DarkRP by default and not a third party addon:
It will make it an easier role play experience when finding who is driving and 
will make it easier for players to report rule breakers in vehicles.
